Who is in Scope?
This Regulation applies to anyone who packages or fills a product with packaging covered under the law, regardless of how the product is placed on the market — including online sales and distance contracts.
To comply with Packaging Waste and EPR regulations in Türkiye, producers must:
Register in the Ministry of Environment’s online system.
Submit annual Put-On-Market reports via the online system.
Report import volumes and pay the Recovery Participation Fee quarterly.
Appoint an Authorized Representative if not established in Türkiye but selling through distance-selling.
